Waco ISD Names Monique Dibrell-Brock Acting Director of Transportation

WACO, Texas – Waco ISD has named Monique Dibrell-Brock as the Acting Director of Transportation, bringing more than 15 years of experience in student transportation safety, training, and operations to the role. She steps into this position with a deep commitment to safe, efficient, and student-centered service—a hallmark of leadership in a district where innovation thrives.

Dibrell-Brock most recently served as a safety supervisor for Student Transportation of America in Katy, Texas, where she led safety training and compliance programs for school transportation staff. Her previous experience includes roles as a school bus driver trainer and operator in several Texas districts, including San Antonio ISD and Northeast ISD. Throughout her career, she has earned a reputation for servant leadership, consistency, and an unwavering focus on the wellbeing of both students and staff.

“Monique’s extensive background in school transportation and driver development makes her an ideal fit to lead the department during this time of transition,” said Dr. Tiffany Spicer, Waco ISD Superintendent. “The school bus is often the first classroom of the day for many of our students, and having a passionate leader in that space ensures that we’re setting the tone for a positive, safe, and caring learning experience right from the start.”

As Acting Director, Dibrell-Brock will lead the department with a strong focus on operational excellence, driver support, and cultivating a culture of safety. Her appointment is part of Dr. Spicer’s broader commitment to building a leadership team that prioritizes trust, reliability, and student wellbeing in every corner of the district.
